Jason Whiteley has been in and around the surveying business for his entire life. In 1999, Jason graduated from the United States Military Academy at West Point and served six years in the First Cavalry Division, including a tour of duty in Baghdad in 2004. Following his time in the Army, Jason graduated from Georgetown University Law Center and spent 11 years as an attorney in private practice representing private equity and strategic clients throughout the energy industry. Jason excels at building teams to solve complex problems. He also loves approaching surveying the same way he approached being a tanker. As Jason likes to say, “If we can shoot, move and communicate, then we will win the day.”

35+ years in energy specific to the midstream and utility facilities and pipeline sector in US, Canada and overseas. Expertise in EPCM services and major pipeline/facility construction, heavy fabrication, alliance service programs. Career evolution has ranged from Project Management SME to C-level executive leadership of service companies - public, PE owned & private - w/ annual revenue up to $400 mm/yr. Primary passion and success is effective leadership of high potential business units. My strengths include transformational leadership, team building, leadership development, strategic growth/entrepreneurial vision and drive, operational optimization, customer relationship development and strong business acumen in all aspects of service business model. Driven to pursue operational excellence, stretch goals and team-building with strong succession plans to achieve sustainable business success.

Growing up in Dallas, TX, Wilson has been involved with the energy and real estate industries his entire life. After graduating with a B.S. in Commerce from the University of Virginia, Wilson moved back to Texas and spent the early part of his career in investment banking, first with Guggenheim Securities and later with Citi’s Global Energy Group, totaling over $25 billion in aggregate transaction experience. He then left Citi to join The Sterling Group, an industrials-focused private equity firm in Houston, TX, where he worked on evaluation and execution of new investments as well as managing existing portfolio companies in various sectors. After several years on the investment side of the business, Wilson left to become Director of Finance at Lynx FBO, a service-oriented fixed base operator in the general aviation industry, where he helped to double the size of the nation-wide network in just two years.

Tom Rowe has spent his career building Southeast Texas. As a licensed civil engineer and holding a Bachelor of Science in Civil Engineering from Lamar University, Tom has spent over 35 years providing engineering and surveying services for clients of all types. Tom works with clients ranging from homeowners to executives and believes in putting the customer first. As Tom says, “If we don’t take care of our clients, someone else will”.

Craig Maier brings more than 20 years of operational experience and consistent, visionary leadership to Whiteley Infrastructure Group. In his current role, he helps to manage shifting priorities in the industry, identify emerging trends, spearhead crucial projects, and position the company for strategic growth. Craig been recognized as a dynamic leader, with a strong technical foundation and versatile global management expertise in business development, operations, strategy, negotiations, marketing, and revenue growth. He counts multimillion dollar revenue achievements, critical infrastructure and organizational development, and frequent speaking engagements among his many successes. His talent and experience help him quickly determine client needs, and work alongside them to find impactful solutions.

George Mock has been delivering multidisciplinary project, team and executive management, and professional and business development services form more than 28 years. In addition, George has nearly 20 years of experience as a Registered Professional Land Surveyor in Texas. George’s experience spans the industry, having worked with public utilities, TxDOT, and nearly all aspects of the oil and gas industry, including FERC inter and intrastate pipelines, interconnect, gathering, facility, storage, O & M integrity, well establishment, asset tracking, enterprise GIS data management, and quality assurance. George has an extensive and proven background in successfully delivering on projects of all sizes, whether they be small program work or multi-million dollar, high-visibility undertakings. Regardless of the size of the endeavor, George provides effective and functional solutions, helping to scale and grow Whiteley Infrastructure Group’s footprint and deepen its relationship with its clients.

Kelly has over 14 years’ experience in the pipeline construction industry as an Electrician Apprentice, an I&E Technician, a Foreman, and a Project Manager. He meticulously tracks all costs and overall budgets, maintains a safe environment, and ensures work is being completed in a timely manner from start to finish. Kelly possesses acute leadership skills that supersede Whiteley Infrastructure Group’s expectations and provides guidance for our project-management team.

Zach Maier has nearly 15 years of experience in the survey industry and has overseen several pipeline and utility projects from start to finish. Zach is a long-standing Blue Sky Certified Level II user and a certified AutoCAD professional. He prides himself on ensuring the quality and accuracy of pipeline data and deliverables, as well as constructing and managing qualified teams to execute all scopes successfully and exceed client expectations.

Devonn has over 20 years of pipeline and facility construction experience. He is a motivated and decisive leader with a unique mix of experience, knowledge, and an extensive background of success managing crews. Devonn is safety oriented with a strong leadership skill set.

Mike Wasmer brings 22 years of experience in the pipeline industry to his role Vice President of Project Management for Whiteley Infrastructure Group. Mike’s experience includes managing a drafting team of seven or more on multiple projects, managing survey crews, QA/QC data management, building and managing data dictionaries, base files, plats, and permits, BlueSky/Skyline sheet generation and AlignFM project databases. Mike is skilled at proposal drafting, project budget management, generating imagery and contour data, and has significant involvement in pipeline field surveying, from the preliminary phase to the completion of as-built.

Over his 20-year career, Andy Bonin has developed a wealth of experience managing data and information relating to many areas of the oil and gas industry. Andy is long standing Blue Sky Certified Level III user and continues his education on a daily basis. His background includes initial CAD drafting, Blue Sky technologies, GIS platforms & PODS schemas. Andy has applied this experience equally with both Survey & Engineering teams, developing competencies and expertise with each. Andy has developed a reputation as an industry leader in developing CAD standards, data lifecycles and developing teams, helping to invest in the human capital to yield the best benefits both for his organizations and those of his clients. In addition, his continuous drive to move daily validation closer to source collection to ensure complete adherence to client standards has made Andy a clear standout in the industry. Further, Andy’s experience with both design & record projects has instilled within him the principle that the first step should be planned to ensure the success of the final data loading with the client. With the end result always in mind, Andy lives by the notion that “Traceable, Verifiable & Complete” data is what makes successful projects.

Michael Ewing holds a BS/MS in Geography from the University of Southern Mississippi. With over 10 years of professional experience working with and analyzing geospatial data, Michael has worked on a variety of projects including ROW and pipeline services, asset management, real-estate development, municipalities, environmental sciences, hydrology, remote sensing and 3D mapping. Michael is passionate about helping clients leverage spatial information using Geographic Information Systems to improve operational efficiency and make more informed decisions. .

Colin Hepburn is a GISP (Certified GIS Professional) who has been in the GIS Field since 1993. Colin brings his 28 years of GIS experience to the Whiteley Infrastructure Group team providing CAD Integration as well as GIS Management and Development. Colin has worked in both the public and private sectors as a GIS Technician, Manager and Professional GIS Consultant, and he is also is also a veteran of the Gulf War where he served and an Infantryman. In his current role, Colin has expertise with a suite of GIS products, including ArcINFO, ArcView, ArcMap, ArcGIS Pro, ArcIMS, ArcGIS Online, Collector App, Survey 123 App, as well as AutoCAD.

Arthur “Bubba” Means is a land surveyor who works with pipeline owners and operators to manage and locate their assets. With over 25 years of experience, Bubba has helped to support clients such as Sunoco Logistics, Flint Hills Resources and Motiva Enterprises, with pipeline locating, tool tracking, and construction support. Bubba also has extensive experience as a land surveyor on projects of all sizes, from title surveys to refineries. Bubba believes that safe, reliable service is the greatest benefit Whiteley Infrastructure Group can provide its clients.
